Electronic Call Report Transmission FIL-125-2005

December 31, 2005 Reports of Condition and Income (Call Reports) must now be filed electronically in one of two ways:

  • Banks may prepare and edit report data electronically using computer software and then submit their data directly to the Central Data Repository (CDR).
  • Banks may prepare a paper report and arrange for another party to convert the report into an electronic format. The other party must then electronically submit the report to the CDR.

All banks are required to complete the item for preferred deposits, Memorandum item 1.e. of Schedule RC-E, with their December 31 report. Banks with fiduciary or related activities are also required to complete the appropriate items in Schedule RC-T, Fiduciary and Related Services. In addition to submitting their Call Reports electronically, banks are required to maintain a hard copy of their Call Reports including a signed cover page in their files.

Sample Call Report forms are available on both the FFIEC web site and the FDIC web site. As sample Call Report forms are now available on the Internet, the agencies plan to discontinue the quarterly mailing of sample forms. Banks will be contacted prior to the implementation of this policy.

Completed Call Reports for the December 31, 2005, report date are due to the CDR by January 30, 2006. Banks with more than one foreign office other than a “shell branch” or an International Banking Facility are allowed 10 additional calendar days to submit their Call Report data, and such banks’ Call Reports are due by February 9, 2006. The filing period for banks with more than one foreign office will change from 40 to 35 calendar days as of June 30, 2006.

The Federal Financial Institutions Examination Council, the Federal Deposit Insurance Corporation, the Office of the Comptroller of the Currency, and the Board of Governors of the Federal Reserve System established the CDR to help reduce the amount of time between the submission of Call Reports and subsequent data publication. As a result of this effort, the initial posting of Call Report data will occur on the third, rather than the fourth, Friday after the report date beginning with the December 31, 2005 report. Weekly postings of additional bank data will continue as in the past.
